DA's office formally charges Foran

The Osage County District Attorney's office on Jan. 26 formally charged a former Pawhuska councilwoman with assault and battery on a police officer and DUI related to an incident on Jan. 17.

Jourdan Foran, 37, of Bartlesville pleaded not guilty in a Jan. 26 District Court hearing, according to court records. Her next court date was scheduled for March 5.

In an arrest affidavit, an Osage County deputy sheriff related details of the encounter early Jan. 17. Deputy Grant West reported he observed an SUV in a ditch in the vicinity of County Road 2801 and the Okesa road. He added that he saw a female driver, later identified as Foran, who "started to rev up her engine as if she were trying to flee the scene," according to the affidavit.

West said he ordered the driver several times to shut off the vehicle, but she did not comply. West said he tried to pull the driver out of the vehicle, and she "started to assault me by kicking me in the chest," according to the affidavit. West reported he struggled with the driver for a period of time before he was able to remove her from the SUV and take her to the ground, and she reportedly continued to resist.
