Young man in a heap of trouble
NAME: Shawn Micheal Bradlee Phillips, aka Shawn Michael Bradley Phillips
AGE: 25
RESIDENCE: Skiatook
CHARGES: Child sexual abuse (three counts); and sodomy — victim under 16 years old
DETAILS: Detective Sergeant Jerry Bullard, of the Skiatook Police Department, investigated a complaint regarding alleged sexual offenses by the defendant against a 15-year-old girl. Osage County District Court records show this is one of two felony sex-offense cases filed against the defendant in July 2019. The case referenced here is felony case 2019-228. The other case, which was listed in last week’s Crime Scene (Aug. 7), is 2019-226. Each case involves three counts of child sexual abuse. There are two charges of indecent exposure listed in 2019-226, and a single count of sodomy — victim under 16 years old listed in 2019-228. Phillips’ next court date in each of the two cases is listed as Aug. 30.
Officers found shell casing in parking lot
NAME: Courtez Mike, aka Cortez Mike, aka Mike Courtez
AGE: 25

CHARGE: Shooting with intent to kill
DETAILS: Tulsa police officers were dispatched June 11 to North Osage Drive regarding a report of a shooting with intent to kill. Officers made contact with the manager of the Corner Check Out store, and the manager said a local resident known by the nickname “BooBoo” fired a gun at him from across the parking lot after the manager confronted an associate of the shooter about vandalizing the store. Tulsa police viewed surveillance footage to obtain information about the incident. They also looked in the parking lot and found a .40 caliber shell casing at the spot where the shooter had been standing. Two weeks later, on June 25, Tulsa police investigated a report of three individuals discarding firearms in the Corner Check Out store, when the manager commented to an officer about the June 11 incident and showed the officer a still image of the suspect in the June 11 shooting. The officer immediately recognized the person in the image as Courtez Mike, also known as Cortez Mike, according to a case affidavit. Tulsa police used a photo lineup to allow the store manager an opportunity to identify the person who shot at him, and the manager reportedly positively identified the defendant. An arrest warrant was issued July 19 in Osage County District Court.
Had to chase him down and take him out of the car
NAME: Alexander Joshua Milner
AGE: 31
RESIDENCE: Sand Springs
CHARGES: Endangering others while attempting to elude a police officer; possession of firearms after conviction or during probation; knowingly concealing stolen property; driving a motor vehicle while under the influence of drugs; possession of a controlled dangerous substance; unlawful possession of drug paraphernalia; resisting an officer; obstructing an officer; failure to maintain insurance or security; and failure to obey a traffic control device
DETAILS: Osage County Deputy Johnny Porter, at about 1:03 a.m. on July 13, was on patrol in the area of Tina Trail and Prue Road when he observed a silver Toyota sedan fail to stop at the intersection. Deputy Porter made contact with the driver of the sedan, identified as Alexander Milner. The deputy noticed Milner seemed nervous and appeared to be sweating profusely while reaching frantically around the vehicle. Deputy Porter observed that Milner was making uncontrollable movements with his mouth and limbs — movements the deputy interpreted as indicators that Milner might be under the influence of methamphetamine. The deputy reportedly asked several times for Milner to provide proof of insurance, but the suspect was unable to provide the proof. Deputy Porter instructed Milner to get out of the vehicle for sobriety testing, but Milner reportedly refused to get out. Porter told Milner several more times to get out of the car or face the possibility of going to jail for obstruction, but Milner reportedly said he was not getting out of the car. He then reportedly put the car in drive and sped away. Deputy Porter pursued Milner, observing the suspect to drive several miles at high speeds. Milner reportedly passed two vehicles and nearly hit an oncoming vehicle head-on. Deputy Porter again made contact with Milner and instructed him to get out of his car. Milner reportedly again refused. “Alexander was extracted from the vehicle and placed on the ground,” Deputy Porter said in a case affidavit. Milner reportedly refused to let the deputy gain control of his hands. “After a brief struggle, Alexander was placed into custody,” Deputy Porter said in his affidavit. Milner reportedly apologized for his actions as he was being placed into a patrol vehicle. “Alexander also stated he used methamphetamine earlier in the day and it makes him do stupid things,” Porter said in his affidavit. Deputy Porter did an inventory of Milner’s vehicle and reportedly found a clear baggie containing a crystal-like substance, a glass smoking device with a white, powdery residue, a large set of bolt cutters, a large pry bar, a large screwdriver, a black powder style hand gun, and items thought to be related to more than one burglary. During a hearing July 22 in Osage County District Court, the court entered a not guilty plea for Milner and also set his bail at $61,000. His next court date is set for Aug. 16.
Accused of punching officer in the face
NAME: Brandon Joseph Strong
AGE: 25
RESIDENCE: Tulsa
CHARGE: Assault and battery on a police officer
DETAILS: Sergeant William Hargraves, of the Osage County Sheriff’s Office, was informed of an assault that reportedly took place about 9:10 p.m. July 18 at the Osage County jail. Strong reportedly hit a detention officer at the jail in the face with a closed fist. The detention officer sustained minor injuries to his mouth and nose. In a hearing July 22 in Osage County District Court, the court entered a not guilty plea for Strong. The next court date in the case is scheduled for Aug. 16.
Truck reported stolen out of Kansas
NAME: Austin M. Riley
AGE: 24
RESIDENCE: None given
CHARGES: Unauthorized use of a vehicle; driving a motor vehicle while under the influence of drugs; driving while the privilege is suspended; unlawful possession of drug paraphernalia and speeding
DETAILS: Osage County Deputy Kevin Young, at 4:08 p.m. on July 19, reportedly saw Austin Riley driving a maroon Chevrolet pickup with a Kansas tag on County Road 2706. Riley was reportedly driving 58 mph in a 45 mph zone. Young pulled the pickup over and Riley reportedly told the deputy that his driver’s license was suspended. During the traffic stop, Deputy Young learned from the Independence, Kan. police that the Chevrolet truck had been reported stolen on July 16. During a pre-impound inventory of the truck, Young reportedly found a glass smoking pipe with white residue in the bowl. Young also reportedly observed that Riley displayed signs of being under the influence of methamphetamine. Riley reportedly refused to take a blood test, when Young offered him the opportunity. In a hearing July 22 in Osage County District Court, the court entered a not guilty plea for Riley. The next hearing in the case is scheduled for Aug. 22.
Reportedly living too close to a city park
NAME: Michael Anson
AGE: 61
RESIDENCE: Hominy
CHARGE: Sex offender living within 2,000 feet of a school, park or playground
DETAILS: Hominy Police Chief Michael Martin said in a case affidavit that he notified Michael Anson, a registered sex offender, that his residence was too close to a municipal park located at the intersection of Ballard and Cotton Gin. The actual distance between Anson’s residence and the park was 1,425 feet, Martin said in his affidavit. In a hearing July 29 in Osage County District Court, the court entered a not guilty plea for Anson. The next court date in the case is set for Aug. 23.
Accused of walking into woman’s home and touching her
NAME: Elizhah D. Florence
AGE: 23
RESIDENCE: Pawhuska
CHARGE: Sexual battery
DETAILS: Officer Thomas Florence, of the Pawhuska Police Department, on the afternoon of July 27, responded to a call from a residence on Sunset Avenue. The officer talked with a female resident who reportedly said Elizhah D. Florence had walked into her home uninvited and refused to leave after being asked to do so several times. The woman reportedly said Elizhah D. Florence touched her without consent and continued to do so after being asked several times to stop. In a hearing July 29 in Osage County District Court, the court entered a not guilty plea for the defendant. The next court date in the case has been scheduled for Aug. 29.
He reportedly said someone was going ‘to hell’
NAME: Jayson Doyle Stacy
AGE: 45
RESIDENCE: Skiatook
CHARGES: Driving a motor vehicle while under the influence of alcohol; resisting an officer; obstructing an officer and threatening to perform an act of violence
DETAILS: Skiatook police officer Johnny Okerson responded, about 6:24 p.m. on July 27, to a call from the 100 block of North Wildhorse in regard to a man making threats to blow up the house and kill his wife. When Officer Okerson arrived, he spoke with a woman and she told him that her husband, Jayson Stacy, was intoxicated and driving a brown Ford pickup and on his way back to the residence. While Officer Okerson was talking with the woman, Jayson Stacy reportedly pulled up in a brown Ford pickup and tried to walk past Okerson and another officer to go inside the residence. When Officer Okerson told Stacy that he was not going inside the residence, the suspect reportedly became aggressive. Stacy reportedly refused to speak with officers and kept insisting he was going inside. Officer Okerson told Stacy to turn around and put his hands behind his back, but Stacy reportedly refused. Another officer, armed with a Taser, gave Stacy some commands but the suspect reportedly refused to comply. The second officer reportedly then used the Taser on Stacy, briefly incapacitating him. After the use of the Taser, Stacy reportedly still refused to comply with officers’ directives. The officers took him to the ground, and during that activity Stacy’s head reportedly struck a tree stump. The struggle continued until the police used the Taser on Stacy a second time and were finally able to get him into custody. Officer Okerson talked with Stacy and asked him how much beer he had consumed. Stacy reportedly said, “a 12-pack.” Officer Okerson also talked with Stacy’s wife, and she reportedly said her husband had called her before arriving at the residence and said that someone was going to jail and someone was going “to hell.” In a hearing July 29 in Osage County District Court, the court entered a not guilty plea for Stacy. His next court date has been scheduled for Aug. 22.
Three-year-old ‘popped in the mouth’

NAME: Kaleb Peter Williams
AGE: 38
RESIDENCE: Barnsdall
CHARGE: Child abuse
DETAILS: Pawhuska police officer William Wamego was dispatched June 26 to the 700 block of East Seventh Street, regarding a domestic disturbance. When he arrived, Officer Wamego reportedly spoke with Latisha Gardner Wiggins, who said that she and her boyfriend, Kaleb Williams, had been arguing. Wiggins reportedly would not initially tell the officer what the argument was about; however, she eventually reportedly said Williams had hit her 3-year-old grandson and “busted his lip.” Wiggins reportedly said it wasn’t a big deal and she didn’t want anything done. She reportedly also admitted that she had not contacted the Department of Human Services or law enforcement about the alleged assault on the child. Officer Wamego reportedly saw the 3-year-old and confirmed his injury. The officer reportedly asked the child what happened and the youngster said his grandmother’s boyfriend “popped me right in the mouth.” Officer Wamego talked with Kaleb Williams, who reportedly said he and Wiggins were arguing, so he took his 6-year-old daughter and left the house. Williams reportedly said Wiggins followed him as he left the house and slapped his face. The officer reportedly observed a red, raised mark on Williams’ face. Asked about the injury to Wiggins 3-year-old grandson, Williams reportedly said the child was “throwing a fit” and he “did tap” the 3-year-old in the mouth with the back of his hand. Williams reportedly added that he did not intend to injure the child. In a hearing Aug. 6 in Osage County District Court, the court entered a not guilty plea for Williams and set his next court date for Aug. 15. Also in a hearing Aug. 6 in Osage County District Court, the court entered a not guilty plea for Wiggins and set her next court date for Aug. 15.
