Murder warrants issued

First-degree murder warrants for two suspects were issued last week in Osage County District Court in a February 2016 drug-toxicity death, according to court records.

The court on Nov. 27 issued arrest warrants for suspects identified in court paperwork as Jason L. Herman, 42, of Wichita, Kan., and Shandi Elizabeth DeBoard of Newkirk. The two were wanted in the 2016 death of a man identified as Christopher Urban, according to a court affidavit. An autopsy was performed on Urban, and he was found to have methamphetamine toxicity.

The female suspect was booked Nov. 29 at the Osage County jail under the name Shandi Elizabeth Reeves, 33. In a hearing Nov. 30, the court entered a not guilty plea for Reeves and scheduled a Jan. 10 status conference. Court records now show her city of residence as Vinita.

Investigator Justin Kling of the Osage County Sheriff’s Office became involved in the case Feb. 26, 2016, after receiving a request for assistance from another deputy. The officers handled a call regarding a man down at a residence on Quail Ridge Lane.

When the initial officer arrived at the residence, two persons later identified as Herman and DeBoard were reportedly seen running away from the structure. Through interviews, Kling reportedly learned that Herman and DeBoard brought “a substantial quantity” of methamphetamine to the residence.

According to an affidavit, DeBoard (now Reeves) made incriminating statements to witnesses, such as, “Oh my God, I killed him,” and “I’m to blame for Chris Urban’s death.”

Court paperwork also details that Herman “admitted to bringing pure methamphetamine to the residence and providing Chris Urban with methamphetamine hours before he died.”
