First-degree murder warrants for two suspects have been issued in Osage County District Court in connection with a February 2016 drug-toxicity death, according to court records

The court on Tuesday issued arrest warrants for suspects identified as Jason L. Herman, of Wichita, Kan., and Shandi Elizabeth DeBoard, of Newkirk. The two are wanted in the 2016 death of a man identified as Christopher Urban, according to a court affidavit. An autopsy was performed on Urban and he was found to have methamphetamine toxicity, the affidavit says.

Investigator Justin Kling of the Osage County Sheriff’s Office became involved in the case Feb. 26, 2016,  after receiving a request for assistance from another deputy. The officers handled a call regarding a man down at a residence on Quail Ridge Lane.

When the initial officer arrived at the residence, two persons later identified as Herman and DeBoard were reportedly seen running away from the structure. Through interviews, Kling reportedly learned that Herman and DeBoard brought “a substantial quantity” of methamphetamine to the residence.

According to an affidavit, DeBoard made incriminating statements to witnesses, such as, “Oh my God, I killed him,” and “I’m to blame for Chris Urban’s death.”

Court paperwork also details that Herman “admitted to bringing pure methamphetamine to the residence and providing Chris Urban with methamphetamine hours before he died.”
